The Sand Confederacy was one of the Pentagon Powers, a collection of warlord states living in the ruins of the Star League in Exile. The Confederacy occupied a portion of Circe's northern habitable zone.[1]
History
The tribes that would become the Sand Confederacy began even before the Pentagon Civil War, and dropouts and dissenters from the Star League in Exile elected to take up nomadic lifestyles in Circe's deserts. After Nicholas Kerensky's Exodus, large numbers of people fleeing the violent disintegration of the League joined with these groups, swelling their population. Most Confederacy settlements were little more than temporarily occupied shelters to allow the nomads to avoid sudden storms but one camp, the Dehra of the Dun clan, controlled a valley with lush vegetation and ample water supplies. Since the Confederates believed that sharing food and water created sacred obligations between guest and host, control of these resources gave the Duns effective control over the other tribes.[1]
Clans Snow Raven and Wolverine were assigned to conquer Circe's northern habitable zone during Operation Klondike. Little is known about the Wolverine's contribution to the Confederacy's conquest because the records of their involvement were purged following their Annihilation, but the Snow Ravens initially faced no resistance due to their willingness to share vital supplies with the nomads. Eventually though some clans began launching hit and run attacks on the occupiers, forcing the clans to start annihilating bands found under arms and seizing nomad settlements.[1]
What ultimately stopped the Confederates resistance was when the Ravens seized Dehra Dun from the strict Dun clan. The Ravens made its aquifers freely available too all nomads regardless of whether or not they submitted, a gesture they compounded by announcing that tribes following Clan law would not be interfered with. These measures won the support of the Confederacy's population and avoided the months of violent suppression that would otherwise have been needed.[1]
