On behalf of the [[Lyran Commonwealth]], he negotiated the [[Trellwan Concord]]—a mutual defense pact that would give administrative and military control of the planet to the Confederation and its king, [[Hendrik Grimm III]]. This would free up [[Carlyle's Commandos]], the mercenary unit serving as the planet's garrison, for duty elsewhere. Word of the agreement leaked out to the indigenous population, which was incensed about the deal.
