==History==
On 25th January [[3135]], during the [[Blackout]], a riot started in Valis City because the people though a series on incoming [[DropShip]]s were [[Capellan Confederation]] forces were arriving on the planet. While [[Legate]] [[David Fouche]] attempted to calm the local citizens, informing them that the incoming DropShips where part of the scheduled resupply convoy coming in from [New Home] that was arriving a day earlier than expected, Governor Wolfe and Legate Fouche enacted martial law until all riots were stopped.<ref name=DA3135PDAJp146/>

By 3136 Legate Fouche was known to be an avid supporter of the [[Senatorial Alliance]], and Senator [[Carlos Wyndham]], together with Fletcher's Legate Fouche.<ref name=DA:3136p87></ref>
