I think we can assume he’ll be on that DropShip soon after you begin your attack.  You can’t let it escape.  I set up the palace grounds’ entrance as Nav Alpha.  Just before your attack, a commando team will hit palace turret control, based on intel recovered at the university HQ.  The turrets should be down for approximately thirty minutes.  Once you enter the palace grounds, two lances of Roland’s elite guard will be your main problem.
